A template is something you have to remember and retype every time. The form walks you through the same fields and produces a result that looks identical in every ticketing system. For reporters without a technical background the difference is large: they can see which details are needed in the first place.

Because without them you hit the most expensive part of debugging: recreating the problem. A report with clear steps from an unambiguous starting point turns an hour of guesswork into five minutes of checking. Rule of thumb: one report describes exactly one bug – three observations are three reports.
